Yobe Commences Phase 1 of Human Capital Development, Demographic Dividend Programme

Yobe Government has inaugurated Phase 1 of the Human Capital Development and Demographic Dividend programme across seven local government areas, signalling renewed efforts to strengthen health, education and skills development in the state.
The programme, supported by the Lafiya–UK initiative, was launched at a high-level meeting attended by top government officials and development partners from Damaturu, Gujba, Tarmuwa, Fune, Potiskum, Nguru and Yusufari LGAs.
The State HCD-DD Focal Person, Alhaji Usman Bura, described the ceremony as a historic gathering that aligns national priorities with the state’s development aspirations.
He said the rollout targeted three objectives, including introducing national and state HCD-DD concepts to deepen stakeholder understanding of the vision and strategy.
Bura said other goals were localising the programme to suit the cultural and socioeconomic contexts of each LGA and laying foundations for sustained human capital growth that would translate into a demographic dividend.
He urged stakeholders to demonstrate commitment and active participation, noting that the success of the initiative depended on collective action.
A programme consultant with the Lafiya–UK initiative, Musa, outlined the implementation roadmap and strategies designed to drive effective delivery of the interventions.
Stakeholders present included vice chairmen of the seven LGAs, heads of administration, education secretaries, primary healthcare coordinators, heads of agriculture and natural resources, development partners, CSOs and HCD-DD technical teams.
With the inauguration concluded, the state has commenced preparations for full implementation aimed at enhancing human capital and improving opportunities for citizens across the participating LGAs.
