By Ali Mohammed Zanna, Maiduguri
The Borno State Contributory Healthcare Management Agency (BOSCHMA) and the Borno State Judiciary have received national recognition for their efforts to improve public service delivery through digital technology.
The Executive Secretary of BOSCHMA, Dr Saleh Abba Kaza, and the Chief Judge of Borno State, Justice Kashim Zannah, were among the recipients of the 2026 GovTech Trailblazer Awards presented by the Presidency through the Bureau of Public Service Reforms (BPSR).
BOSCHMA also received an award as the Best State Ministry, Department or Agency (MDA) in Digital Health Service Delivery, recognising its efforts to integrate electronic systems into healthcare administration and service delivery.
Speaking after receiving the awards, Dr Kaza attributed the achievement to teamwork, institutional commitment and the support of Borno State Governor, Babagana Umara Zulum.
He said the recognition reflected the collective efforts of the agency’s staff in advancing digital transformation in the state’s healthcare sector.
According to him, the agency has prioritised e-governance since the beginning of his tenure, introducing digital processes to improve the management of healthcare services, enrolment of healthcare units and administration of accredited health facilities.
Dr Kaza explained that the adoption of electronic systems was aimed at reducing paperwork, improving operational efficiency and strengthening service delivery.
He added that the state government’s commitment to rebuilding Borno had continued to inspire public servants to contribute to institutional development and recovery.
The Borno State Judiciary was also recognised for its electronic court system, which Justice Zannah said had made the honour particularly significant.
Speaking on behalf of the award recipients, the chief judge expressed appreciation for the recognition, highlighting the importance of digital innovation in strengthening public institutions.
The awards were presented during activities marking the annual international GovTech Conference at the State House Auditorium, Presidential Villa, Abuja.
The event featured a technical session involving representatives of the Nigerian government and diplomatic missions from the European Union, Finland, Denmark, Norway and Estonia, who discussed strategies for strengthening digital public infrastructure and improving electronic governance.
In his remarks, the Director-General of BPSR, Dasuki Ibrahim Arabi, said the awards were designed to recognise innovation and excellence in public service while encouraging government institutions to adopt emerging technologies.
He urged public institutions to sustain their efforts to use technology to improve governance and the quality of services available to citizens.
Other award recipients included Katsina State Governor Dikko Radda, Zamfara State Governor Dauda Lawal and Benue State Governor Hyacinth Alia.
Arabi also acknowledged the participation of members of the diplomatic community, representatives of the armed forces, the Federal Character Commission, heads of government agencies and other stakeholders.
He said the annual conference provides a platform for promoting digital transformation, improving public service efficiency and facilitating knowledge-sharing among government institutions and development partners.
According to him, the initiative aligns with President Bola Ahmed Tinubu’s Renewed Hope Agenda by encouraging the use of technology to strengthen governance and support socio-economic development.
