Yobe Reviews Human Capital Development Plan, Seeks Better Service Delivery
KANO — The Yobe Government has commenced a three-day review of its Human Capital Development and Democratic Dividend (HCD-DD) Strategic Plan 2025–2027, with a focus on strengthening interventions in education, healthcare, employment generation and skills development.
The review is being undertaken by the HCD-DD Council, chaired by the Deputy Governor of Yobe State, Hon. Idi Barde Gubana, at Tahir Hotel, Kano.
Declaring the meeting open through the Head of the Civil Service, Alhaji Abdullahi Musa Shehu, Gubana said investing in the people remained central to the state government’s development agenda.
He urged government officials, development partners and other stakeholders attending the meeting to critically assess existing interventions, identify implementation bottlenecks and develop practical solutions capable of improving human capital outcomes across the state.
The Deputy Governor stressed the importance of strengthening education, health, employment generation and skills development, noting that improving the wellbeing and capacity of citizens was essential to sustainable development.
He also underscored the importance of reliable data in planning and implementing human capital development programmes.
According to him, properly managed data is necessary for government to effectively monitor, measure and report the impact of its interventions.
He commended development partners, particularly Lafiya UK, for their continued support to the HCD-DD programme, while reaffirming the state government’s commitment to investing in its people as a foundation for sustainable development.
In her goodwill message, the Technical Lead of Lafiya UK, Hajiya Hassana Adamu, commended the Yobe Government for its sustained commitment to human capital development.
Adamu said the government’s efforts to improve the lives and wellbeing of citizens had encouraged Lafiya UK to continue supporting the implementation of the HCD-DD programme in the state.
The meeting featured sectoral presentations by the Commissioner for Health and Human Services, Hon. Mohammed Lawan, and the Ministry of Basic Education, represented by its Permanent Secretary, Hadi Usman.
The presentations reviewed interventions undertaken in the sectors, achievements recorded, challenges affecting service delivery and recommendations for improving future interventions.
Earlier, the HCD-DD Focal Person described the Council as the apex decision-making body on human capital development and democratic dividend matters in the state.
He appealed to participants to make the meeting highly participatory and productive, while appreciating Gov. Mai Mala Buni for his continued support towards the effective implementation of the Council’s programmes.
The three-day review is expected to strengthen coordination among government sectors and development partners, address emerging implementation challenges and produce practical strategies for improving human capital development and the overall wellbeing of Yobe residents.
